Sellers

I have a buyer telling they didn't receive their item. The confirmation says it was delivered yesterday. I know to communicate and let the buyer know I believe them and are totally on their side. Locate and contact the buyers local PO to inquire... ect....... BUT, what happens after the PO has no info/help and the buyer wants a refund? How do I get them to go through the slow process of an INR dispute, without getting bad feedback? Any strategies you guys can recommend? DETAILS The story started out with the buyer messaging me after only 2 business of the item in transit, asking where the item was, which I found odd.
