USPS insurance, on a package that didn't get scanned?

I sent an item on the 16th and it never got scanned, but was insured. The package will probably show up, as they usually do, but what if it ends up being MIA? How does USPS handle this? They have policy that says they don't scan for most items until delivery, but they sell insurance for these packages (online label, shipped parcel ground). Where's USPS's proof that I even shipped? Do they honor the insurance, even though they never scanned the package? The confirmation is 9106785091401105039997 .
