Feedback after Filing a Complaint

I am a buyer and seller on ebay with over 500 positive transactions. I have never received negative feedback or received negative feedback. Recently as a seller, I had a buyer never pay for an item. After 3 weeks I filed a complaint and after 8 days of no response from them, I closed the case and should be receiving my final value fees. My question is why can I not leave negative feedback for this buyer? If I go into the feedback, it will allow me to leave them positive feedback but not negative. They are supposed to receive an unpaid strike but I don't know how that will impact them. Anybody's thoughts on this would be apreciated.
