When a buyer officially does respond to a UID are they then able to leave feedback regardless of whether they actually ever get around to paying for the item they won? The buyer responded to the feedback by saying they would be paying for the item by last Monday, i think. And they have never paid. So I, of course, at least want to get my final value fees credited back to me, which I am assuming they will give me since the guy still hasn't paid and clearly has no intention of doing so. And I know that if the buyer does NOT respond to the UID then they can't leave feedback but if they do....then what?
